Statista: Insurance industry ranks 3rd in lobbying spending in 2023

The insurance industry remained a lobbying powerhouse in 2023, only trailing behind the pharmaceutical and electronics manufacturing industries, according to data released by Statista.

As an industry, insurance companies spent $157 million lobbying, pharmaceutical companies spent $378 million and electronic manufacturers spent $239 million.

The automotive industry ranked 18th, with $84 million spent on lobbying in 2023.

Within the insurance market, those focused on healthcare spent the most in 2023 with Blue Cross/Blue Shield, America’s Health Insurance Plans, Cigna Corp and AFLAC Inc. topping the list, according to opensecrets.org.

American Property Casualty Insurance Association ranked 5th with $6 million spent on lobbying in 2023. USAA followed with $4 million spent.

The top 20 insurance lobbyers in 2023 are:

    • Liberty Mutual $3,890,000
    • Northwestern Mutual $3,580,000
    • New York Life Insurance $3,530,000
    • Zurich Insurance Group $3,420,000
    • State Farm Insurance $2,827,000
    • Allstate Insurance $2,710,000
    • Nationwide $2,680,000
    • Massachusetts Mutual Life Insurance $2,650,000
    • Prudential Financial $2,593,000
    • Travelers Companies $2,590,000
    • Primerica Inc $2,570,000
    • Alliance of Community Health Plans $2,500,000
    • Chubb INA $2,200,000

Liberty Mutual jumped from 11th on the list in 2022 with $3.2 million spent on lobbying to 8th in 2023 with $3.8 million spent.

Allstate also increased its lobbying spending from $1.9 million in 2022 to $2.7 million in 2023. It ranked 24th in 2022 and 13th in 2023.

According to data from Open Secrets, Insurers have continually ranked 3rd in lobbying since 2020.

The industry has spent $3.6 billion in lobbying since 1998, ranking it second in spending between 1998 and 2023. The pharmaceutical sector led lobbying spending during this timeframe, with $5.9 billion spent.
